Since it was reauthorized six years ago, the Clean Air
Act (CAA) has generated an extraordinary amount of regulatory
activity by both EPA and the states. The programs these
agencies are implementing are often complex and as such
it may be helpful to step back for a moment and look

quality in the United States.
